The agentic commerce protocols are free open standards. Here is what merchants actually pay for ACP, UCP, AP2 and x402, and where the real costs hide.

Agentic Commerce Protocol Fees: ACP, UCP, AP2 and x402 Costs

None of the four agentic commerce protocols charges a fee. ACP, UCP, AP2 and x402 are open specifications published under the Apache 2.0 licence, so implementing them costs nothing in licensing. What merchants actually pay comes from three other places: the platform's own terms, the card processor that moves the money, and, for x402, the facilitator that settles stablecoin payments. Integration work is usually the largest cost.

If you want ideas like these working inside your own business, see our AI development and automation service.

That is the short answer on agentic commerce protocol fees. The longer answer matters because each protocol puts the money in a different place, and the costs that show up on an invoice are rarely the ones that decide whether a channel pays off. If you are still working out which protocol does what, start with our guide to UCP, ACP, AP2 and MCP and which one your store needs. This article is only about the money.

Do agentic commerce protocols charge a fee?

The agentic commerce protocols themselves charge no fee, because they are documents, not services. The Agentic Commerce Protocol site says ACP "is open source and community designed under the Apache 2.0 license". The Agent Payments Protocol documentation is also published under Apache 2.0 and describes AP2 as "a non proprietary, open extension for A2A and MCP". The UCP specification site carries the same licence, and the x402 repository calls x402 "an open standard, freely accessible and usable by anyone".

A licence like Apache 2.0 means anyone can read, implement and ship the protocol without paying the authors. So when someone asks what ACP costs, the honest reply is a question back: which surface are you selling through, and which processor settles the payment? The protocol is the plumbing. The tolls, if any, sit on the surfaces and rails around it.

What does ChatGPT charge merchants to sell through ACP?

ChatGPT currently charges merchants nothing on shopping purchases. OpenAI's merchant page says "There are no fees on purchases that start in ChatGPT", and that shoppers are sent to your site or app by default "with no fees for purchases made on your site or app". As of November 2026, that page also states shopping is live for ChatGPT users in the U.S.

There is a twist worth knowing. The same page says OpenAI is "moving away from a standalone Instant Checkout experience in ChatGPT" in favour of merchant owned checkout, where "purchases are completed on merchant owned websites or apps". In practice, ChatGPT shopping today behaves like a very good referral channel: the product is found inside ChatGPT, the order is placed on your store, and you pay your normal processing costs on it.

The ACP developer documentation still describes the in chat checkout flow, and it is clear about who carries the payment: OpenAI is not the merchant of record, merchants "bring their own PSP" (payment service provider, the company that processes your card payments), and your platform handles refunds and chargebacks. So even where an ACP checkout runs inside ChatGPT, the processing fee is the one you already pay your processor.

If you sell on Shopify or Etsy, OpenAI says your catalogue is already integrated with no extra setup. For everyone else, the cost is building and maintaining a product feed. Our guide on getting your products recommended by ChatGPT and AI search covers what that feed needs.

What does Google charge for UCP checkout in AI Mode?

Google publishes no merchant fee for checkout through the Universal Commerce Protocol. Its Merchant Center help page on UCP describes checkout happening on Google's surfaces, such as AI Mode in Search and Gemini, "while keeping you the merchant of record", and lists no commission. As of November 2026, the feature is "available for select merchants", applies to products eligible in the United States, Canada and Australia, and is rolling out in phases.

The money path runs through Google Pay. Buyers pay with cards saved in Google Wallet, and the help page says you need a Google Pay and Wallet Console account. If your processor is not already integrated with the Google Pay API, the processor has to onboard first. Google lists no fee of its own, so expect your processor's normal rate for a Google Pay transaction, and confirm it with your processor.

One caution: Google's UCP Checkout Terms of Service for the US point to a separate Checkout Addendum to the Merchant Center terms. Read it before you sign up, because commercial terms can change even when the protocol stays free.

Does AP2 add a payment fee?

AP2 adds no payment fee because the Agent Payments Protocol does not move money at all. AP2 carries signed mandates, which are verifiable statements that a person approved a specific purchase within stated limits, and the payment mandate is shared with the credential provider, the card networks and the merchant's payment processor. The processor still settles the payment and still charges its usual rate.

According to the AP2 documentation, the initial version supports "pull" payment methods such as credit and debit cards, with e wallets, real time bank transfers and digital currencies on the roadmap, and standardisation continuing inside FIDO Alliance working groups. For a merchant, AP2 cost is engineering cost: verifying mandates and storing them as evidence for disputes. That evidence is the payoff, because a signed mandate is far better proof of authorisation than a log line saying an agent clicked buy.

What does x402 cost per transaction?

x402 itself is free, and the main per transaction cost is the facilitator, the service that verifies and settles stablecoin payments onchain for your server. Coinbase's facilitator pricing makes the first 1,000 onchain transactions each month free, then charges $0.001 for each additional onchain transaction, as of November 2026. Payment verification is always free, and fees are counted on onchain activity rather than on payment requests.

How payments map to onchain transactions matters more than the headline price. On Coinbase's facilitator, an exact payment is one onchain transaction, a Solana upto payment is two (an escrow deposit and a settlement), and the batch-settlement scheme can process thousands of payments in one onchain transaction. Deposits, refunds and withdrawals each count as one transaction too.

You can also run your own facilitator or verify payments inside your own server, which swaps the per transaction fee for hosting and operations. Our x402 explainer walks through how the HTTP 402 handshake works.

A hypothetical worked example: when $0.001 stops being small

Fixed fees look tiny until the price of what you sell gets tiny too. Here is a hypothetical API seller using the Coinbase facilitator with the exact scheme.

  1. The seller charges $0.01 per API call and receives 50,000 paid calls in a month. Revenue is $500.

  2. Each call settles as one onchain transaction. The first 1,000 are free, leaving 49,000 billable transactions.

  3. 49,000 multiplied by $0.001 is $49 in facilitator fees, close to 10 percent of revenue.

  4. Raise the price to $0.10 per call and the same fee is about 1 percent of revenue. Move to batch settlement and the count of onchain transactions, and the fee with it, falls sharply.

The decision rule: if your price per payment is below about ten cents, choose the settlement scheme before you choose the facilitator. Above a dollar, the facilitator fee rounds to zero and network choice and wallet support matter more.

What does Stripe charge for Shared Payment Tokens?

Stripe's documentation lists no separate fee for a Shared Payment Token, the scoped and time limited payment credential an agent passes to a seller under ACP. The Stripe machine payments docs set minimums instead: US$0.50 for card payments through Shared Payment Tokens and 0.01 USDC for stablecoin payments. Stripe's token documentation says Shared Payment Tokens are available in the US, Canada and select European countries, while the machine payments page opens stablecoin payments to businesses in all US states except New York.

Shared Payment Tokens are still a preview product, so expect the payment to run on your existing Stripe pricing, and confirm the rate in your own account rather than trusting a blog figure. The $0.50 card minimum is the number to plan around: it rules out card rails for micro priced items, which is exactly the gap x402 and stablecoins are aimed at.

Where do the real costs of agentic commerce sit?

The real costs of agentic commerce sit in integration and upkeep, not in fees. Each surface needs its own work: a product feed for ChatGPT, Merchant Center attributes and Google Pay onboarding for UCP, mandate verification for AP2, and wallet and facilitator setup for x402. Each one also needs monitoring, because these channels break quietly when a feed fails validation or a bot rule starts blocking a crawler.

That last point costs more stores than any fee. Plenty of sites block AI shopping agents in robots.txt by accident and then wonder why a free channel sends nothing. Before paying for any integration, run our free agentic commerce checker to see whether agents can read your catalogue at all.

A practical order of spend for most stores:

  • First, free reach. Make sure ChatGPT and Google can read your products. No platform fee applies, and the work also helps classic search.

  • Second, the checkout surface your buyers use. If they search on Google, UCP is the one to queue for. If they are in ChatGPT, merchant owned checkout already works.

  • Third, new rails only for new products. x402 makes sense when you sell something priced too low for cards, such as API calls, data or content access.

If you want help sizing which of these is worth building for your catalogue, this is the kind of AI and agentic commerce engineering AISmith does.

Key takeaways

  • ACP, UCP, AP2 and x402 are open Apache 2.0 specifications; none charges a protocol fee.

  • ChatGPT charges no fees on purchases that start in ChatGPT and is moving to merchant owned checkout, as of November 2026.

  • Google's UCP help page lists no commission; expect your processor's rate on Google Pay transactions and read the US Checkout Addendum before signing up.

  • AP2 moves authorisation evidence, not money, so the processor's normal fee still applies.

  • Coinbase's x402 facilitator is free for 1,000 onchain transactions a month, then $0.001 each, which matters for prices under ten cents.

  • Stripe sets a $0.50 minimum for card payments through Shared Payment Tokens; integration and monitoring cost more than any listed fee.

Frequently asked questions

Is the Agentic Commerce Protocol free to use?

Yes. The Agentic Commerce Protocol is open source under the Apache 2.0 licence, so implementing it costs nothing. You still pay your own payment processor on every order, and listing in ChatGPT requires applying unless you sell on Shopify or Etsy.

Does OpenAI take a commission on ChatGPT shopping sales?

OpenAI's merchant page states there are no fees on purchases that start in ChatGPT, as of November 2026. Purchases are now mostly completed on the merchant's own site or app, so you pay only your usual processing costs.

Is UCP cheaper than ACP for merchants?

Neither protocol has a fee, so the cost difference comes from the surfaces. UCP checkout on Google runs through Google Pay with your processor's rate and requires Google Pay onboarding, while ChatGPT currently sends buyers to your own checkout. The cheaper one is whichever matches where your buyers already shop.

Who pays the network fee on x402 payments?

The x402 design pushes settlement work, including gas, onto the facilitator so the buyer and seller do not handle it directly. Coinbase's facilitator charges $0.001 per onchain transaction after the first 1,000 each month, billed to the Coinbase developer account your server uses. Check the pricing of whichever facilitator you use, or self facilitate to control it.

Do AI agent payments cost more than normal card payments?

Card payments made through agent credentials such as Shared Payment Tokens appear to run on your normal processor pricing, with no separate token fee listed in Stripe's documentation. The extra cost is engineering: integrating each surface and keeping it working.
